Scouting first arrived in Estonia in 1912 when the first Boy Scout unit launched activity at the Pärnu Boys' Gymnasium (high school). As a result Estonia is among the first half a hundred countries where scouting, set up on the initiative of Baden-Powell in Great Britain in 1907, established its foothold. Anton Õunapuu is regarded as the founder of the Estonian Boy Scout movement. Scouting developed rapidly and in 1922 the World Organization of the Scout Movement was set up, and Estonian scouts were among its founding members. In connection with the occupation of Estonia in 1940 scouting was banned in the country. Activities partly continued unlawfully as well as among refugees in Germany, Sweden and later in the United States and Canada as well as in many other countries throughout the world. In Estonia scouting was restored in the late 1980s. Now there is a joint scouts organization, the Estonian Scouts Association, of about 1,500 members, one of the biggest youth associations in Estonia. There are more that 30 million scouts in the world.
